  1. In a large Dutch oven  or heavy-bottomed pot, heat a tablespoon of oil over medium heat.
  2. Add the chopped onions and cook until soft and translucent, about 5 minutes.
  3. Add the diced lamb or beef to the pot and brown on all sides, about 5-7 minutes.
  4. Sprinkle the flour over the meat and onions, stirring to coat evenly.
  5. Add the tomato paste and beef or vegetable broth to the pot, stirring to combine.
  6. Bring the mixture to a simmer, then reduce the heat to low and cover the pot with a lid.
  7. Allow the stew to simmer gently for 1 ½ to 2 hours, or until the meat is tender and the flavours have melded together.
  8. Add the diced potatoes and sliced carrots to the pot, stirring to combine.
  9. Continue simmering the stew for an additional 30 minutes, or until the vegetables are tender and the stew has thickened to your desired consistency.
  10. Season with salt and pepper to taste, and garnish with fresh parsley before serving.
